Thousands of children are brought before the juvenile court on charges of delinquency and are detained without lawyers and with findings of probable cause to believe they committed the crime. Georgetown Professors Wallace J. Mlyniec and Eduardo Ferrer's presentation will focus on this national scandal, suggest remedies to address the issue, and discuss the changes being instituted in the D.C. Juvenile Court to recognize the psychosocial condition of adolescents and reinstitute a more rehabilitative juvenile court.
